HCUK Group

Authored by one of our Directors, Jonathan Edis, The Harm Paradox was first circulated on LinkedIn in May 2019.  It explores the way in which “harm”, as understood in the NPPF, is not necessarily a constant measure over time.

The Trouble with Significance was also written by Jonathan Edis, and first circulated on LinkedIn in November 2019.  It postulates that our concept of “harm”, as expressed in the NPPF, has been unduly affected by our concept of “significance”.  The consequences of this for our approach to the setting of heritage assets are also explored.
